Is there cheaper ways to invest in non-governmental 529 plans?

American Funds have 529 and ESA plans with 20 mutual funds. They charge a one-time load of 5.75 percent. Then trading over the 18 years is free. Is there cheaper ways to invest in non-governmental 529 plans over 18 years?
