Output transformer dead? (tube amp)?

It is a musciman 65 reverb head. It blew the fuse, and I got it home and replaced it. The amp would not p a musical signal just a hum (put of the speakers). Even with the tubes pulled it would hum (out of the speakers) in play mode. I pulled the tubes and checked the high voltage on pins 3 of the out put tubes, and I got 0VDC. It should be around 700VDC. The filaments are fine and I have high voltage else were. Is the output transformer dead? O yeah the output transformer also started to smell a bit and mildly sizzle when I was testing for voltage. I immediately shut it down.
