I want to apply for pport. my date of birth is 04/04/1990. i dont have birth certificate. tell me process.?

In police verification they says DOB certificate is must and they will not entertain 10th cl certificate as a DOB certificate. I dont have any doent which MCD officials are asking to make Birth Certificate. Pls also guide how i can get my Birth Certificate.
